Population boom?

Flicking throught the news as I do every morning with my cup of tea, I came across this article:

And my jaw dropped.
Our "government" is trying to tackle teenage pregnancy? Yet they are aware of "areas" where there seem to be a mass of "babies having babies".
Am I just feeling very self negative, that it seems that all I am doing is picking out news articles and showing how injust this world is?
Think I will go sleep it off now...maybe this is just all a bad dream!
